Clairvoyants (or people who believe they are, depending on your beliefs) often use them to kickstart their intuition, so they can get a read on a person or a situation.
I use them more as insight, rather than divination, because I'm just not really good with the cards as a clairvoyant. However, I have a cousin who is a pretty talented tarot reader.
I think what most draws me to them is that they contain story. They're like little pieces of the human experience that can be moved and shuffled around. I think that original game that aristocrats used to play used them to make up stories.
